Justin joined Purcell’s Oxford Studio in January 2020 and quickly became an integral part of the West Region leadership team.

Since then, he has played a key role in steering the region forward, combining strategic vision with a collaborative and supportive approach to leadership.

As Framework Manager for the University of Oxford, Justin has led several major projects, including the Bodleian Book Storage Facility, the History of Science Museum, and the Ruskin School of Art. His ability to manage complex projects while building strong, lasting relationships with clients has been central to the region’s success.

Justin is a natural collaborator and mentor, known for his approachable manner and commitment to supporting team development. He excels at fostering an environment where people thrive, sharing knowledge and guiding colleagues along their career paths. Driven and motivated, Justin is quick to identify and seize new opportunities, ensuring Purcell continues to grow and diversify across higher education, cultural, and public sectors.
